I understood that all Interpreters were directed to form one staff for the use of all public Offices under Dr. Eitel who was to receive the directions of the public Offices especially of the Supreme Court and appoint such Interpreter as he might think best able to perform the special work required by each office.
I have respectfully to act that His Excellency the Governor will give such directions as will enable justice to be administered and that he will further such regulations as shall enable this Court to have an interpreter like Stanga without extra fees and generally that he will provide for the constitution of a staff of interpreters under Dr. Eitel so that this Court may be relieved from the humiliation of being an inferior Court for Interpreter and of having its application refused.
The precisely accurate interpretation of evidence and translation of documents are primarily essential to the due administration of Justice. No one is competent for these duties who is not critically acquainted with two languages. The want of this critical knowledge tends to the miscarriage of justice.
